This commit reverts the changes made in commit 81a9cc1f8 to reduce the
time for the LMK PLL to report lock status. The decision to revert the
change comes after an investigation found that reducing the overall time
to detect lock correlates with an increase in an error reported by the
TDC ('[ERROR] TDC measurements show a wide range of values! Check your
clock rates for incompatibilities. ... Uncaught exception in method
set_clock_source: TDC measurement out of expected range!'). Despite the
LMK PLL reporting lock status, our investigation revealed that it takes
additional time for the PLL to align the daughterboards' clocks closely
enough to pass the TDC measurement's range limit (i.e., no samples
exceeding the measurement mean +/- 500 ps). Reverting the change
increases the amount of time between achieving lock status and taking
the TDC measurements, thus greatly reducing the likelihood of the
reported error.
uhd::dict gets typedefed into board_eeprom_t, which is used by applications
like uhd_usrp_probe, so this should be considered as part of the API.
fs_path is also an API, but because of MSVC build issues it
was not marked as so. Instead mark with UHD_API_HEADER.

UHD_API sets the visibility for the symbols. Adding UHD_API fixes
casting issues seen on macOS. However this breaks Windows because
UHD_API sets __declspec(dllexport) and __declspec(dllimport) which
doesn't make sense for header/inline only definitions. This change
adds UHD_API_HEADER to denote entrypoints for this case. It sets
the visibility flags for Linux/Mac but does not set the
__declspec on Windows.

The FSRU (aka EISCAT) was never supported in UHD 4.0. The FPGA
repository never had the relevant files, and the block controller also
never existed. This removes all the corresponding files from MPM, as
well as some references from makefiles.
Change the --to argument to --to-destination. Both seem to work, but the
latter is what is listed in iptables-extensions(8). What's confusing is
that `--to` also exists in another context (in the `string` match
extension).
USRP N230 is no longer supported starting with UHD 4, and thus, we can
remove it from the image manifest. This will no longer download N230
images when calling uhd_images_downloader from UHD 4.
This change enables download / network failures to propagate up and fail
the job for Windows builds. It also reduces the job timeout in case
the network hangs.

Currently, the build process copies the .twr and .syr files into the
build/ process after running ISE. For a succinct utilization report,
those files are not suitable, though, because they contain too much
information.
However, the build process already produces a custom, short utilization
report using grep and a summary of those reports. This patch modifies
the build such that the same output is copied into
a usrp_$product_fpga.rpt file, similar to our gen-3 devices.
MPM devices currently do not report their device name in the discovery
process. This adds the device name. After the change the device name
is reported, e.g. when using uhd_find_devices, like so:
$> uhd_find_devices
--------------------------------------------------
-- UHD Device 0
--------------------------------------------------
Device Address:
serial: DEADBEEF
claimed: False
fpga: X4_200
mgmt_addr: <mpm device ip>
name: <mpm device host name>
product: x410
type: x4xx
This change brings in x410 testing into the uhd
mono pipeline. This also creates a test development
pipeline that executes on uhd mono pipeline as
an upstream artifact source.

This builds init_usrp against UHD during CI runs.
init_usrp is an example for how to write third-party apps using CMake that
link against UHD. This will test the UHDConfig.cmake (and related) CMake
files, as well as the example itself.
This adds a faux Sphinx project under host/docs. When invoking sphinx,
it will in fact forward the generator request to Doxygen. This is useful
for generating the UHD manual, e.g., on readthedocs.
To enable the latter service, .readthedocs.yaml and environment.yml
files were added as well.
