transport: Removing recv() task barrier for conversion calls
...
This modifies super_recv_packet_handler to replace threads & task
barriers in the conversion call with serializing the conversion calls.
Experiments have shown that for most cases, this is superior in
performance than spawning threads and waiting for them to synchronize.

UBX: Added error handling for setting the dboard clock rate.

Setting daughterboard clock rate while using UBX on X300 caused an error.
Added handling, now throws a warning that the phase will vary.

- Added re-sending of *IDN? command if no reply or unexpected string (i.e. during GPSDO firmware initialization)
