cmake: Enable Ubuntu 26.04
...
These changes are required to build on Ubuntu 26.04 cleanly while still
maintaining backwards compatibility until Ubuntu 22.04.
- Set CMP0167 to NEW in UHD CMake paths that resolve Boost
- Scope policy changes with guard checks so older CMake versions remain
compatible
- Ensure dependency resolution order applies policy before Boost
discovery in package config
- Reduce CMake 3.30+ FindBoost policy warnings without breaking Ubuntu

utils: remove thread priority elevation
...
Remove UHD call to elevate thread priority to realtime from utils, and
add warning in documentation of set_thread_priority function. Setting
all threads to the same realtime priority can cause the threads to not
share access to the network interface fairly, which adversely affects
operation of the worker threads in UHD.

cmake: Update coding style to use lowercase commands

Also updates our coding style file.
Ancient CMake versions required upper-case commands. Later command
names became case-insensitive. Now the preferred style is lower-case.
Run the following shell code (with GNU compliant sed):
